We are positioning Tauranga Moana as a destination of choice for people and organisations who want to invest, build and thrive.
Tauranga is one of New Zealand’s fastest-growing regions, with significant demand for investment in infrastructure, housing and commercial development. While capital exists, it’s not always well connected to local opportunities, and the region has lacked a clear, coordinated investment narrative.
We want to unlock the necessary investment to deliver the Western Bay’s essential infrastructure, housing and jobs by:
- Connecting capital to sub-regional investment opportunities.
- Building investor confidence.
- Building capability and capacity in the sub-region’s investment ecosystem.
This work, along with the implementation of the Regional Deal,
will help accelerate delivery of key projects and support more sustainable, long-term growth.
Progress to date
⟫ Developed the Regional Investment Insights Guide.
⟫ Established an industry-led Investment Advisory Group.
⟫ Hosted the region’s inaugural investment summit with more than 200 local and national investment and business leaders in attendance.

Tauranga Moana Investment Summit
Priority One convened the inaugural Tauranga Moana Investment Summit in October 2025, bringing together leaders from iwi, government, industry and the investment community.
We curated a focused programme that showcased real, investment-ready opportunities, and facilitated direct engagement between capital providers, developers and regional partners.
Delivered alongside the signing of the Western Bay of Plenty Regional Deal, the summit created a step change in alignment across the regional investment ecosystem. It increased visibility of major projects, strengthened relationships and positioned our region as a credible, coordinated destination for long-term investment.
